Our outline application for up to 160 homes (range of 2- 5 bed properties) and 40% affordable housing has been registered by Maldon District Council (December 2022).

The application reference number is 22/01174/OUTM and can be viewed on their planning portal.  The Council will be contacting local residents and statutory consultees for example the Environment Agency and the Highways Authority in the coming weeks. 

Local residents will have the opportunity to formally comment on the application directly with the Council. On the portal you will be able to download the full set of documents submitted as part of the application such as ecology, flooding and highways.  

The outline planning application seeks to establish whether the access into the site and the proposed number of homes would be acceptable to the local planning authority, before a second fully detailed planning application is put forward, which is called a Reserved Matters.

Should outline permission be granted we would as the land promoter on behalf of the landowner then sell the site to a housebuilder or developer, and within three years of the outline approval, an application for the outstanding Reserved Matters can be submitted by them. This will include information about the location and appearance of the individual homes. You will have a further opportunity to comment on the proposals when that application is submitted to the Council and no development can take place on site until the Reserved Matters application has been consented.

  • No building onsite to be greater than two storeys in height
  • Commitment to at least 5% (8+) bungalows
  • 5m landscape buffer along western edge where no buildings or structures can be placed where dwellings directly back onto the site boundary
  • Over 40% of the site to be retained as a new community park with new children’s play areas, community allotments and additional walking and cycling routes.
  • Provision of land for a children's nursery which includes a 300sqm building, outdoor play and parking provision
  • Provision of 100sqm office hub designed for ‘working from home’ or starter businesses.
  • New vehicular, pedestrian and cycle accesses from Steeple Road to the north and Burnham Road to the south - The northern part of the development comprising 95 dwellings would be served from Steeple Road, while the southern part comprising 65 dwellings would be served from Burnham Road.

The formal public consultation for our initial proposals closed on Sunday 27th June 2022. We are now analysing the feedback received and updating our proposals.

Strategic Land Site Planning Background -Latchingdon Gardens

Catesby Estates has entered into an agreement to promote land between off Burnham Road, Latchingdon.  This greenfield site lies within the administrative area of Maldon District Council.

There is a housing crisis in the UK and the Government have introduced a number of measures to encourage house building for authorities where there are problems in delivering enough homes.

Maldon District Council (MDC) is currently failing to meet this requirement and cannot demonstrate a five year supply of housing as required by Government policy. Within Maldon District there are few sites that are previously developed (brownfield) and given the housing requirement, there is an inevitable requirement for greenfield sites to be identified for housing.

MDC recognise that in order to deliver new homes and ensure rural areas thrive, sustainable villages such as Latchingdon can accommodate more growth.

The Maldon Local Plan And Future Proposed Development

The current Local Plan in Maldon was adopted in July 2017. The spatial strategy was to direct growth to the three largest settlements: Maldon, Heybridge and Burnham on Crouch with little to no growth to smaller settlements.

MDC have identified a number of issues with the current Local Plan strategy and its ability to deliver positive growth in the District. Which include:

  • Small and medium building companies have found it difficult to build in Maldon District because of the lack of smaller allocated sites and windfall opportunities; this could be having an effect on job availability, growth and skills in this sector. It could also be slowing down the opportunity to bring forward housing more quickly on smaller site.
  • The Plan included settlement boundaries around most settlements. Whilst these appeared to be a way of protecting settlements, they have caused inflexibility in regard to housing coming forward. This has led to a lack of available land supply for windfall sites, which help support housing supply and this ultimately is one of the contributing factors to the District not having a 5 year supply of housing from 2021.

The Council are therefore committed to undertaking a Local Plan Review however, the timetable has slipped and is at an early stage.

Ecology & Biodiversity at Latchingdon Gardens

The vast majority of the boundary vegetation is proposed to be retained within the scheme, with soft landscaping proposed along the eastern site boundary.

National Policy requires the scheme to deliver biodiversity net gain.  As such, areas of soft landscaping will also be incorporating habitats such as wildflower grasslands, woodland and hedgerows, as well as Sustainable Urban Drainage ponds (SUds), to deliver biodiversity enhancements on site.

A full biodiversity impact assessment will be conducted and submitted as part of the planning application demonstrating how biodiversity net gain will be achieved.

In addition, a range of wildlife friendly features are also anticipated to be included, including a range of bat and bird boxes, as well as ‘hedgehog highways’ and reptile/amphibian refuges.

A full ecology report will be submitted as part of the planning application demonstrating how this will be achieved.

Energy Efficient And Low Carbon Homes at Latchingdon Gardens

Existing housing accounts for 20% of greenhouse gas emissions in the UK.

Therefore, to help reduce carbon emissions and keep down household energy costs, the new homes built will meet the latest energy efficiency standards and be heated by cleaner energy sources. 

In this regard the new homes to be developed will reduce carbon emissions by up to 31% (compared to homes built to current energy efficiency requirements) in accordance with new Building Regulations.

New homes will feature technology including photovoltaic (solar) panels, heat pumps, triple glazing and standards for walls, floors and roofs that significantly limit any heat loss.

Electric vehicle charging points will be provided in accordance with the adopted Parking Standards SPD.
