New Homes Boost For Sudbury With Catesby Estates Planning Proposals 2018

Those looking to get onto the housing ladder were yesterday handed a boost by Babergh District Council, following the planning committee’s decision to approve outline plans for much needed new homes in the area (2018)

Following an application by Catesby Estates  back in August  2017 last year, Babergh District Council resolved to grant outline planning permission for 130 homes, public open space, play area and a community orchard on a 15.1 acre site located off Waldingfield Road in Sudbury.

The proposals will enable the delivery of a sensitively designed housing scheme for Sudbury, tailored to fit the character of the local area and surrounding landscape.  The site is immediately developable and is expected to receive strong interest from housebuilders.

“The price of a home in Sudbury is nearly 10% more expensive than the UK average, and our site includes 45 new affordable homes, enabling young Sudbury families and first time buyers struggling to get onto the housing ladder find a new home within their financial needs.”

“We listened to local residents and amended our application to include a 10 – 15m landscape buffer fronting Waldingfield Road, which will entirely screen the new housing once fully established.  An avenue of trees and structured planting further softens the development, and adds character to the entrance by echoing the tree lined avenue that forms the approach to the Registered Park and Garden.”

Legal Challenge To New Homes In Sudbury Over For Catesby Estates 2019

A challenge against the decision of Babergh District Council (BDC) to grant consent for up to 130 new homes in Sudbury has been dismissed (2019)

BDC granted outline planning permission for 130 homes, public open space, play area and a community orchard on the 15.1 acre site located off Waldingfield Road in Sudbury in June 2018.

Chilton Parish Council challenged the decision on the basis that the Council should have advised members that the Council could demonstrate a five year supply of housing.  

In recommending approval of the application BDC had relied on a 5 Year Housing land Supply figure of 4.1 years in the committee report. Chilton Parish Council claimed a revised 5YHLS figure of 6.7 years published on 11 July 2018 (after the issue of the decision) was a material consideration which should have been taken into account. The claimant argued officers should have referred the matter back to the committee for reconsideration in the light of this revised figure.

Chilton Parish Council took their claims to the High Court, with the case heard on the 24th January 2019, and dismissed the next day.  The ruling means that the planning permission approved for the site remains.
