Hollands Farm Application Update – December 2024

Catesby Estates have submitted additional information to Buckinghamshire Council for public consultation.  This will be available to view once uploaded to the Council’s website under Ref: 21/06215/OUT.

Catesby Estates and Capreon  (who are acting for the Jacksons Field proposals, which is to the north of Hollands Farm) have liaised with the Buckinghamshire Council highways team to undertake traffic modelling which is managed externally by Atkins.

This has been verified through the Council’s appointed expert, Origin.

The traffic modelling is submitted to the Council in this latest submission as part of an updated Environmental Statement.

In addition, the site layout has also been updated and the area of green space on the eastern boundary of the site has been extended.  This can be seen in the updated illustrative masterplan and parameter plan that have been submitted.

Hollands Farm Application Update - June 2023

Since the submission of the outline application in April 2021, Catesby Estates and our consultant team have liaised with Council Officers and other consultees to address and respond to representations made regarding the proposed development.

This has resulted in several proposed changes which we have sought to summarise through the video below.

An important change to Catesby’s development proposals and this application, is Catesby’s purchase of the unadopted part of Millboard Road.

This road runs adjacent to the application site boundary and along its western edge before joining with Cores End Road to the north and is to be included in our application.

Finally, Catesby have been working with Capreon, the owner and promoter of the Jacksons Field to the north, on their emerging development proposals for 72 dwellings.

This has resulted in a package of new information being submitted to Buckinghamshire Council (7th June 2023) and which will be uploaded to their website under Ref: 21/06215/OUT.

Please note there may be a delay to these plans being uploaded to the Council’s website but once done, the Council will undertake formal consultation on these changes with local residents.

The proposed changes include:

  • An increase in the size of the landscape buffer between the southern edge of development and existing properties along Hedsor Road is proposed.
  • Changes to the breakdown of the proposed play provision and open spaces are proposed including an additional football pitch within extended public open space.
  • As a result of the changes the public open space, the number of dwellings being proposed is being reduced from ‘up to 400’ to ‘up to 360’ dwellings. The percentage of the total number of affordable dwellings will remain at 48%.
  • As a result of the changes to the public open space, the primary school will be relocated further north alongside the Millboard Road boundary.
  • A new vehicular access from Millboard Road into the site is proposed as well as a new access from Millboard Road to the proposed visitor car park adjacent to the football pitches.

Jacksons Field Application Update - May 2023

The recent consultation leaflets sent to residents regarding development at Jacksons Field were distributed by Capreon who are acting on behalf of the landowner, not Catesby Estates.

Jacksons Field, which is to the north of Hollands Farm, is not under the control of Catesby Estates.  Catesby Estates currently have a planning application submitted and awaiting determination for the site known as Hollands Farm only.

Outline Application Submitted For Hollands Farm Allocation - May 2021

The proposals for up to 400 new homes and community facilities for land at Hollands Farm, Bourne End which underwent public consultation earlier this year, has now been formally submitted to Buckinghamshire Council. 

The outline planning application was validated on the 19th May following its submission in April.

Since the adoption of the Local Plan and allocation of the site known as Hollands Farm, Planning Officers at Buckinghamshire Council have been preparing a Development Brief for the site which sets out the key principles and objectives for future development.

Acting on behalf of the landowners of the site, Catesby Estates have worked closely with the Council, its officers and other local stakeholders to bring forward proposals since June 2019.

The Liaison Group which was involved in the preparation of the Development Brief, included representatives from Catesby Estates, Wooburn & Bourne End Parish Council, The Neighbourhood Plan Steering Group and Ward Councillors.

As a result, the Development Brief has benefited from several workshops, detailed technical evidence and substantial collaboration between the parties to bring forward the site for new homes.

The Development Brief that underwent public consultation, was the result of a number of months work and  benefited from several workshops exploring layouts and design of the site, discussions around detailed technical evidence, and substantial collaboration between all representatives of the Liaison Group and the Council.

As a result of the ongoing background work to the Development Brief which Catesby Estates was heavily involved with, an outline planning application was able to be prepared in tandem with the preparation of the Development Brief.  The application was further informed by feedback received during their consultation process.

Whilst the application has been submitted ahead of the formal adoption of the Development Brief, the Supplementary Planning Documents (SPD) is at an advanced stage and undergone significant consultation from statutory consultees and the public over the last 2 years.

Catesby Estates will continue to work closely with the Council and carefully consider the adoption of the Development Brief, and where necessary update the outline application to respond to any changes during the determination process.

Local action group unsuccessful in Court of Appeal Application challenge to Local Plan

An application by local  group, Keep Bourne End Green (KBEG), to go to the Court of Appeal has been refused permission (3rd November 2020) stating “where permission to appeal has been refused on the papers, that decision is final and cannot be further reviewed or appealed.”

Wycombe Local Plan Challenged

This follows the High Court dismissing their statutory challenge in July 2020 to the adoption of the Wycombe Local Plan (now forming part of Buckinghamshire Council).

KBEG objected to land being removed from the Green Belt at Bourne End and allocated for housing in the Local Plan.  The Local Plan remains adopted, which allocated for residential purposes our 52 acre site known as Hollands Farm which forms part of a wider allocation in Bourne End which was removed from the Green Belt.

The public consultation website is now live for our proposals at Hollands Farm, Bourne End.
The website contains the information we would normally use at a public exhibition, along with a number of short videos on key topics that we hope you will find informative. This website will be updated on a regular basis as our proposals and our planning application for the site progresses.

Catesby Estates selected to promote Hollands Farm, Bourne End - July 2018

The site has been identified by Wycombe District Council in its emerging Local Plan for residential development to help with local housing needs and forms part of a wider allocation to deliver new homes, primary school and link road. 

The proposed allocation extends over two land ownerships.  Catesby Estates plc has been appointed as the land promoter for the southern portion of the site totalling 52 acres and will be working with the neighbouring site to bring forward a cohesive scheme.

David Harper, Associate Land Director for Catesby Estates said; “We are pleased have been selected by the landowners as their land promotion partner for Hollands Farm.  This well located and sustainable site has potential for new homes, including a policy compliant percentage of affordable housing in an established residential area with a range of services and facilities within walking distance.”  

“Our in-house planning and technical teams will be now be working with both the Parish Council and the District Council to bring this site forward for housing.”
