Planning Application Submitted By Catesby Estates For Park Gate, Minster Lovell

The formal public consultation for our initial proposals closed on Monday 31st October 2022.  An outline planning application for Park Gate, Minster Lovell has now been submitted to West Oxfordshire District Council (December 2022). The application can be viewed on the Council’s website (application - 22/03240/OUT).

Following public consultation earlier in the year we have updated our proposals, and this has been summarised below:

  • Up to 134 new homes with a mix of house sizes and types, ranging from 1 to 5 bed houses (including bungalows)  to meet local policy requirements
  • 40% affordable housing.  Affordable housing is a combination of discounted rent, discounted sale (for first time buyers) and shared ownership housing, provided to eligible households whose needs are  not met by the market This will assist those looking for their first home, and lower income individuals and families get on the housing ladder in Minster Lovell
  • Energy efficient housing in line with the Future Homes Standard, with homes achieving a 31% reduction  in carbon emissions (compared to the previous  building regulations)
  • Electric car charging points for each new home
  • New public open space including children’s  play equipment Significant new landscaping and creation of new  habitats to deliver biodiversity net gains
  • New walking and cycling routes connecting  to the village

Statutory consultees (e.g., Environment Agency, County Council and the Parish Council) and local residents will have the opportunity to formally comment on the application direct to West Oxfordshire District Council.

We will continue to work closely with the Council and where necessary will respond to statutory consultees.

What Is An Outline Planning Application?

An outline planning application seeks to establish whether the scale and nature of a proposed development would be acceptable to the local planning authority, before a second fully detailed planning application is put forward, which is called a Reserved Matters. A Reserved Matters application typically include information about the layout, scale and appearance of the development. No development can take place on site until the Reserved Matters application has been consented.

Both types of applications are required to undergo public consultation before submission.  Statutory consultees for example the Environment Agency and the Highways Authority, and local residents will also have the opportunity to formally comment on the applications once they are submitted and registered with the Council.

An outline application is a standard way of dealing with planning, and the granting of an outline planning permission does not preclude local stakeholders from commenting on a Reserved Matters application at a later stage in the planning process.

Planning Background For Park Gate, Minster Lovell

The application site is 25.9 acres (10.5 ha).  Our site adjoins the established built-up limits of Minster Lovell, which is a sustainable village containing a range of day to day facilities and also benefitting from its close proximity to Witney.  The site is not within the Green Belt or Cotswolds Area of Outstanding Natural Beauty.

Not all housing growth can or indeed should go to Witney, Carterton and Chipping Norton. There is a need for development in villages such as Minster Lovell to help meet housing needs and to spread the benefits of growth and help sustain the more rural parts of the District.

Oxfordshire Local Plan And Catesby's Proposals For New Homes

The adopted West Oxfordshire Local Plan allocated the Bovis site in Minster Lovell for the development of up to 125 homes establishing the acceptability of medium scale housing growth in the village.

West Oxfordshire Council accepts that its currently unable to demonstrate the required five-year supply of housing land. There is no immediate remedy to this situation and there are expected to be substantial shortfalls in the Council’s ability to deliver its housing requirements across the Local Plan period to 2031.

As a result of the lack of a five year housing land supply, both national and local planning policy indicates that when determining planning applications a presumption in favour of sustainable development should be applied. 

Our proposals will help deliver additional new homes in a sustainable location, respecting the village character and local distinctiveness and helping to maintain the vitality of the local community. In this regard the benefits of the development will demonstrably outweighing any limited harms which will result. 

Our promotion agreement covers a wider 181.7 acres (75 ha) of land stretching from Burford Road south towards the A40.

We have submitted representations to the emerging West Oxfordshire Local Plan 2041 promoting the wider area of land for a residential led mixed used development. These wider proposals will be plan led and we have no intention of submitting a speculative planning application for this area. You can read more about the wider site here.

However our initial proposals and public consultation for new homes is on a smaller site parcel totalling 25.9 acres.

Catesby Estates selected as preferred land promoter for strategic land site in Minster Lovell 2021

Catesby Estates has entered into an agreement to promote land off Burford Road, Minster Lovell, Oxfordshire for the development of a new residential led community (December 2021)

The 181.7 acre greenfield site lies within the administrative area of West Oxfordshire District Council, and is in a sustainable location to deliver the objectives of the emerging Oxfordshire Plan 2050 and West Oxfordshire Local Plan 2040.

Our initial proposals include a range of new homes together with employment space and other supporting facilities, services and strategic green infrastructure.

David Harper, Area Land Director for Catesby Estates said; “We worked closely with Richard Foxon and Piers Beeton of Newton LDP who acted on behalf of the landowner and have secured this well located and sustainable site, which is a great addition to the Catesby land promotion portfolio.  We look forward to working with the Council and other local stakeholders to bring this site forward to deliver a comprehensive and sustainable development for the area.”
